(1) The Government of Nepal may make rules for the purpose of smooth execution of all the work of the Government of Nepal, including finance, account and audit, and to regulate the procedures of all administrative matters adopted by various shelters.
(2) Rules made under sub-section (1) may repeal or amend existing Nepali laws related to administrative procedures.
